We have an set up where our Service Mappers have a carefully crafterd set of permissions but do not have full admin. We have a Service Mapper, smapper1 with 2 Business Services BService1 and BService2.; Both of these services were created by smapper1, are in an Operational State, have a Discovery Status=Done. and Status=Installed.
If he navigates to BService1 in service mapping mode the "Run DIscovery" Button is greyed out. If he navigates to BService2 in service mapping mode the Run DIscovery Button is available to him.
Via groups, his user has evt_mgmt_user and sm_admin roles assigned to him, and I have confirmed the inheritance of the 14 contained roles within those 2.
Also, I as admin can navigate to BService1 and BService2 in Service Mapping mode and the Run DIscovery buttons are available to me in Both views.
I tried to look up the UI action for "Run Discovery" but in service mapping mode it is not a standard form and I don't believe that particular UI action applies.

THat was dumb. It was the view/edit buttons.

DuaneNMore is correct, I had same problem, click "Edit" and "Run Discovery" was back...not great UI behavior
