Incident resolve gives asset action error

When closing an incident we get "To resolve this incident, choose and asset action for each configuration item that includes an asset." This is in a new instance we migrated to. It does not happen for all CIs. Looking for information on how to set this as required and turn it off.

Navigate to System Properties (type sys_properties.LIST in the left navigator).
Search for the property sn_hamp.enable_asset_action_validation_incident.
Set it to false.
