Is there any possibilities for getting major technical attributes without administrative privileges?
Customer would like to go for normal user rather than administrative privileges in discovery for windows server
or is there any workaround for same ?

No, administrative privileges are required to run PowerShell commands on Windows Server for discovery in ServiceNow.

If they didn't administrative privilege you have another option need to Configured JEA (Just Enough Administration)
