Hi,
As far as i know the status is not changed by the discovery when the ci is discovered. When it is created then it updates the status as operational by default but if you mark it as retired for example then it will not update the status back to Operational.

+1 to what Ashutosh mentioned.
At least from pattern side I didn't see that this attribute being set explicitly during discovery. But however you can extend that pattern and mark this attribute per your business needs.

Check the what is the Operational_status value? it should not be retired.
based on the Operational_status value Business rule will set the status.
