I need some help. I activated the Service Operations Workspace but for some reason any non-IT user can't access the lists. If they go to the Agent Workspace, all the lists work fine, but in Service Operations Workspace, the lists never load.

That was close to it. There were two ACL's that were not created when the plug in was activated for some reason. HI support finally tacked it down to these two ACL's. Once they were created it works now:

Please check this question. I have provided step by step how to overwrite the list role permissions https://community.servicenow.com/community?id=community_question&sys_id=bc5467b21b855950ce316adb234bcb3b

These are users that have ITIL role and that is already listed under the chrome_toolbar. Another note is that ITIL users can't even see the lists on the CMDB Workspace either.

That suggestion does not help sadly. I have made sure that all of them have an audience of ITIL. But I have noticed this issue impacts all my workspaces except the old original Agent Workspace.

Keep getting a run around from HI Support on this. They first pointed me to the audience which has the itil role in it, so that was not it. Then there was on list that had no audience, but my PDI is configured out of the box the same way. It just does not load for non-admin. I have even tried to repair the plugins to see if that would fix anything to no luck.
