The users in question have the discovery_admin and sm_admin roles which grants them many other roles including itil, iti_admin, cmdb_read and lots of others.

Can read any CMDB table. Contained in admin and itil.

ecmdb_admin

Can administer the CMDB.

service_viewer was the role needed
