I considered providing access to the Service Operations workspace for the user persona, specifically the service owner. However, assigning only the role did not grant access to SOW. After assigning the ITIL role, the user gained access to SOW but still cannot view the service dashboard to see the available services/affected services?

Just add "evt_mgmt_user" and "evt_team_operator" just add those roles that will be enough.

I don't have that in my PDI in SOW
So it's a custom one
Did you check the chrome_toolbar property? what role is required for that dashboard there?
It must be added similar to how the other one is added

Actually, I noticed it works when I assign the evt_mgmt_user or evt_mgmt_operator roles, but is it appropriate to give these roles to service owners and business stakeholders?
Is there a specific role that allows someone to view the service dashboard without granting additional permissions?

@KM SN it is an OOB Store "application" not a just a page like others if you see it in the ui builder , i donot recommend it changing those roles there so , i think it's better to give those roles.
But if you don't want to give those roles to the user then change the role access . Go to sys_ux_page_property table and lookup for the following record .
change the roles there that will do.
Note: There is no other way you can view the dashboard except the which is mentioned above.
