Agent Workspace Landing Pages Accessible to Role or Group

I would like to configure my Agent Workspace Landing pages to be accessible based on either group or role. For example, I have a landing page titled "Report Overview" and only want a specific set of users (either by group or by role) to see this landing page. Any advice on how to accomplish this would be much appreciated.

You can configure it in landing page module 

Configure permissions for users to access the landing page:

1. Click the UX Page Element Permissions related list.
2. Click New.
3. Select the role or group for the landing page to be visible.
4. Click Submit.

Any page element (including sub-elements) can have a restriction to a given set of roles or groups. If no element permissions are set on roles or groups, all users see the element. If some element permissions are set, a user needs just one role or group assignment to see the element.

That was the first thing I tried after I read the documentation prior to me posting yesterday. The problem is I don't have the "New" button that you have in your screenshot. My screenshot below. I made sure to assign the Uxframework_designer role to myself. I even tried elevating my privileges to Security Admin

change your application scope from developer settings, you are editing the form in itsm landing scope but related lists are still in original scope(maybe global)

I changed the Application Scope to ITSM Landing Pages, it was originally Global, but that didn't work. I still do not have the "New" buttons.
