Allow user to select date if is more than 15minutes

I want to allow user to select date and time if is more than 15 minutes from current date and time. Below onChange client script I am not able to select previous date but I am able to select anytime after current time. I want to allow only to select when time is 15 minutes or more from current time.

I tried with the same code. It's working for me. Please deactivate if there were any similar configurations are made on the same field from client scripts.

Now, if the planned start date was already populated in the list view. When I open the record it get cleared. Concept is it should leave the date if is there and show error on the empty date. What condition should I add in the script.

Please uncheck the checkbox to false to avoid the changes on old records and it works only when the value changes.
