Asset State and substate meaning

On the asset application, what is the meaning of each state and substates when used together.

With that said i am assuming that sub states can be removed as well as added.

Also can both the states and substates be combine into one pull down.

More with caution as these substates sync with the CI states in the system. If you are working in the Helsinki release you have the option to update the syncing, but prior version could potentially break the system when it comes to the syncing of statuses.
