Cascade creation of multiple changes on submit of single change

Hi All,
We have a requirement from the customer to create multiple changes automatically on submission of a single change.
For example,
When a server decommission change is submitted , it has to trigger creation of changes for multiple groups. I am not sure of the approach that needs to be used here. Any insights will be helpful.

Creating multiple changes is not a good way. create 1 change and create multiple task and assigned to team who are responsible to work in that server decommission activity.

We need to put facts for this
- Easy to track
- One record for whole activity
- Change will go once in CAB
-Accountability lies with 1 group
- Less chances for conflict
- Every team know when to start working
