collaboration menu is missing

I need to configure connect in service portal. for that I need to create queue under Collaboration -> administration -> queues.

 

collaboration menu is missing in my instance. Please let me know what is the issue.

I also had the same problem but later found out that for later releases (starting Rome if I'm not mistaken), "Collaboration" is now changed to "Conversational Interfaces". In my case, I'm trying to configure Virtual Agent settings.
