Configuring Service Operations Workspace

Colleagues, I was having a look at getting my service desk to use Service Operations Workspace; however, when I open the UI Builder, I see the page is read-only due to a page protection policy. This usually means it's a good idea not to edit the component.

My service desk provides support for internal and external users. This means that none of the out-of-the-box workspaces are quite right because Agents Workspace becomes CSM-focused if you have a CSM role and Service Operations Workspace is internal-focused because it's looking at traditional ITSM incident and request fulfilment roles by the service desk.

Unfortunately, I need to be able to work with cases, incidents, requests, and other custom tables from the same workspace. Any guidance? I'm not familiar with the configurable workspaces and UI Builder and am uncertain where to find the info I need to get started.
