yes then you can open the update set again and capture your changes .
This is safe until you did not move any thing to higher instances

Hi
Re-opening is not recommended. Theoretically you could if you're really careful, though just not recommended. Instead make a *_b version, or * (2) version of your update set.
An approach could indeed be to export your update sets to xml, and then load them again.
Other approach could be to close the update sets, retrieve them on your higher instance, and after cloning, the retrieved update sets will have been cloned to your environment, you just need to commit them.
