Create New Reminder within an Incident - Permissions?

I have enabled "Reminders" within an Incident by doing the following.
This is all out of the box - no manipulation and we are on Fuji.
Added the "Follow up" field to the Incident form
Enabled "Reminder --> Task" as a Related List to the Incident
When I click "New" I get the following form. When testing in my dev environment all works as it should - email reminder is sent based on the date/time in the "Follow up" field.
Now, my questions is, I have the "New" button available to me because I am an admin. What role/module do I need to give my user/group community to allow them to create a "New" reminder?

Did you have to create any kind of notification or template ? Ive followed the steps to using the out of box reminders, and set a email reminder to go out 15 minutes before the follow up field has been reached but its not sending any notification. Im currently waiting for the timer to run out on the outlook calendar and see if that sends. Im testing as an admin before i test as an ITIL user, havent implemented any ACL's as i have not run into any issue with field or table access yet. would welcome any assistance to get this working, would be a nice feature within the Organization.
