Create workflow for catalog item for guest users

Need Help to create a workflow for my XYZ project:

A Guest is defined as an external third party that does not have an XYZ email account.

Guest access to the XYZ ServiceNow Self-Service Portal enables guests to log incidents and requests to XYZ Groups. Guests will have no roles or backend access to ServiceNow (other than by approved exception), they will have access to the front-end ServiceNow Self-Service Portal only. External third parties other than the XYZ's ServiceNow Partner will not be given an XYZ ServiceNow license unless they have an XYZ email address (other than by approved exception).

Exceptions need to be approved by the Manager, CIO and ServiceNow Governance team.

Can someone help me with Workflow for this? And how can I make it available for Guest users (Somebody who does not have any role)???
