Difference between Any user and Any user for KB User Criteria's

Can anyone help me to understand the differentiation b/w Any user and Any user for KB User Criteria?

 

I could not find any related documentation. Your help is appreciated!

Hello,

Any user user criteria is of "Service Catalog core applications" package and Any user for KB is of "Knowledge Management Core" package.
