Do visual task boards require a license?

We want to offer any user in the company access to Visual Task boards where they can create their own private tasks (freeform), and not use data driven to access any application tables.
Currently we redirect non-itil users to a portal.
But we realized we could just direct them to the fulfiller view/backend if they wanted to use VTBs and they had no role. This would not consume or cost any licenses, right?
If a user has no role, they can access the fulfiller view/backend without cost, right? I've been at a few companies that don't use/configure portals for users and instead had them access it that way.

You might be better off creating a link on your portal to a VTB instead of redirecting all your non IT end users to the backend view. See the example below where in the upper right there is a few different quick links for our end users.
