do we require approver user license to approve a catalog request by email?

Hello all, 

Do we need an approver_user license, if we only need to reject/approve a catalog request by email?

i found this question here but replies were from two years ago, so licensing model may have changed:

You do not need approver_user license for approving, rejecting by email.

You just need active user in service now user table to approve, reject by email.

This is no longer the case. Approvals through emails will require a license.
