Im not exactly sure too, coz i've been looking on that too. But I believe that using business rules, once a release in finalized, it automatically updates the dsl table.
Ps: I couldn't access the table through any application or module. I am accessing it by navigating to system definitions --> tables (showing the list) or by navigating to "dsl.list" directly
If I could also get any answers that would be cool.
