Why that HRcase form is showing admin not sn_hr_core.basic?

Hi,When we are trying to create a HRcase by using "+" in hr agent workspace it is not visible to the option and it is not loading for sn_hr_core.basic role but admin users can able to seeing that form.Can anyone please help on this, It will be useful...
