We have a requirement for feedback survey, 

We have normal question as - 'How satisfied are you with the service' of Numeric scale. 

*Now the requirement is to add new Comment field with below conditions:
1. "Comment" to be mandatory once lowest score is selected.
2. Add following, always expanded hint to the "Comment" field: Sharing details in the comment field is key to helping us improve when your expectations aren't met.

How can we achieve above requirement in survey?

You can create the new Survey question "Comment" and add below checks:

Mandatory: true
Depends on: Select your field 'How satisfied are you with the service'
Displayed when: Select the lowest score
Details: Sharing details in the comment field is key to helping us improve when your expectations aren't met.

open a survey designer and design it up to the requirements, it is drag and drop, very simple.

It is Drag & Drop and no-code:

On the left, select the type, categories and character of the survey.
On the top - select the owner, and access.

Publish and enjoy!

We wants to always show the comment field on survey. Requirement is to just make mandatory when user select lowest score like '0'.

Then please navigate to the Survey Designer and design it according to your needs.

What is the issue and what have you already tried?
