Hi Rahul,
I would not suggest to deactivate, instead add a relevant role to the report view ACL.

Hi Rahul,
I can not see you have provided users with knowledge admin or knowledge manager role in your mentioned screenshot.
Either you provide the role to the users or you update the report_view ACL and provide ITIL or whichever relevant role is required.

I can't see those roles in the screenshot that you shared. Can you share the user which is having the knowledge_admin or knowledge_manager roles and still not able to see the record. Can you please share those screenshots.
