Group those UI Actions into a new dropdown menu

I'm a newbie on this, and I've Googled like crazy.
We use the Service Operations Workspace, and I've created these 6 ui actions for incident. There are more ui actions coming, and we would probably run out of space and affect usability before we are done. Now, I'm getting mixed signals from what I read. Can I or can't I combine these custom ui actions into one new dropdown menu with the Tokyo release? If it's possible, please let me know how.

Based on the info from the doc site, you can create Workspace Form Menu to appear action as list item.
- Workspace Form Button to make the UI action appear on the list of UI actions.
- Workspace Form Menu to make the UI action appear as a list item in the menu associated with UI actions.

Did you select the 'Workspace Form Menu' and uncheck the 'Workspace Form Button' for those UI actions?

The reason why "create request" shows in the three dots in workspace is because the UI action has the
"workspace form menu" flag.
