How can I make service_offering visibile for internal users on a Record Producer?

Hi all,
I've made a record producer (destination=incident) with a Reference question pointing to the service_offering table. I've mapped this to the Service Offering field on the incident form and this works correctly when using my admin role. For users submitting incidents via the ESC portal (who have snc_internal role), they cannot see the Service Offerings, they just see 'No matches found' in the drop down.
What do I need to do to fix this? Is it an ACL I need to create? I'd also like to check the licence implications with this, should non-itil users be able to view and add Service Offerings through this record producer?
