I am missing the Template Management from my Standard Change Catalog for ITIL user to be able to propose a new one. It shows in the product documentation. I don't see it in my change catalog or under maintain items.
Product Documentation Reference
You can propose a standard change template by navigating to Change > Standard Change > Standard Change Catalog > Template Management > Propose a new Standard Change Template and filling in the fields on the form.

I found the solution. ITIL users can submit proposals for standard changes using the out of the box standard change catalog. My out of the box standard change catalog was apparently deleted before I started implementing ServiceNow. I had to copy the items from another out of the box instance. Not sure why/how it was deleted but it is working now for ITIL users.

Nope , template mgmt is something which is proposed by or worked upon by Change manager not the itil user, the ITIL user can't even view the Open proposals section.
Refer the below video to understand who is responsible for what.
