How to add a custom table to a choice list

Hi all,
I have an issue with choice lists I'm hoping someone can assist with.
I am building some forms for the provisioning of User Access for various systems. Due to the data involved, I need to building some custom tables and create a few different many to many relationships. So for, that has been straight forward, except I cannot figure out how to add these new custom tables to the choice list when creating reference fields in another table. Normally, I have been able to right click on the field, then select configure choice list on the select box, however this is not the case for choice lists.
Any suggestions?
when right clicking on the field, and selecting show 'choice_table', this is the info:
Dictionary Info: sys_dictionary.choice_table
Table - sys_dictionary
Element - choice_table
Type - table_name

1. Create a new field of type reference and select sys_dictionary as reference table.
2. In tab 'Choice list specification' , Select 'Dropdown with none'.
