There is no OOTB way to achieve this, help texts are available for variables only. The best you can do is to have a label on top of variable set to describe or add hint that you want.

The Help text ("More Information") is available only for the individual variables not to a variable sets.

you can use Label variable or Rich Text variable and include that in variable set
I would suggest to use Rich Text label variable as it supports HTML as well
