How to create a record page tab for incident table in service operation workspace

Incident 

• Time Worked Related List: If possible, Move the Time Worked related list out of the Related Records Tab, and add it as its Own Tab directly after Related Records 

please help me with the solution.

This can be added only from the UI builder. all the workspaces are editable from UI builder only.

Go to Ui builder, select experiences as " Service operations workspace" and then select the page you want to edit but create a copy and do it.
