How to create knowledge without resolving incident?

We have recently installed the KCS plugin at our location, and are trying to get out KB set up. However, we noticed that the create knowledge feature isn't available until an incident has been resolved. Our issue with this is this only gives us 7 days before the ticket fully closes. We were hoping to see if there was a way to have the create knowledge be available while the ticket is open.
We were also wondering if we could have said knowledge be published into the submissions state as opposed to the draft state
