that notifications (like any other) has Who will receive tab, there you can change the list of recipients in order to exclude the users of your selection (based on role, location, group, ....). That's the easiest way.

- Impersonate the specific user in your ServiceNow instance.
- Click their profile picture or user icon in the top-right corner of the screen and select Preferences.
- Click Notifications.
- Go to Advanced Preferences.
- Search for "Service Outage" or locate the specific Service Outage Start and Service Outage End notifications.
- Toggle the switches to Off

There are 2 options:
Option 1: Navigate To Notification
- Search for the OOB outage notifications (e.g., Service Outage Start and Service Outage End).
- Open the notification and look at the Users and Groups list, or verify if the "Event parm 1 contains recipient" is checked. Remove the specific user from the "Users" list or ensure they are excluded.
Option 2: Refer: How to Modify ServiceNow Notification Preferences
- Log into ServiceNow and click their profile picture in the top-right corner.
- Select Preferences and then click Notifications.
- Go to the General Settings tab and toggle off Allow Notifications or select specific Outage-related notification channels
