How to display an alert message via a popup or similar method, when attaching documents to incident

"When attaching documents to incident tickets or knowledge articles（When the paperclip-shaped button in the image is pressed）, I would like to display an alert message via a popup or similar method. Does such a feature currently exist in ITSM? If so, could you please introduce it and provide instructions on how to implement it.

Showing text besides the Choose file should be achievable.

it's an OOB ui page so if you edit that it will be a global change and I won't recommend updating OOB UI page

Since you just want to show some instructions, then why not use Form annotations or Info message and show the instructions.

What you want to achieve? As OOB it will open window to upload the files, instead of that you want to alert?
