How to make OOB attachment for the cases public/private based on user's selection

A user who is a fulfiller for a particular case, when adds an attachment, there should be a capability of choosing the attachment public/private. If Public, then attachment should be visible to all who all have the access for that case. If Private, then attachment should be visibile to only fulfillers like worknotes. How can we acheive that both UI and workspace. Because OOB functionality for attachment is Public.
