how to restrict all the users so that they can not remove filter conditions by clicking on > symbol on header menu?

as per your mentioned article i cant go for All incidents. But
my requirement is suppose if we click on resolved module under Incident all the resolved incidents will appear in list and filter condition will be applied automatically but here i can able to remove state=resolved conditions but i should not how should i can do this requirement?
