How to Send Password Reset Enrollment Link to End Users with Only End User Role

Hi Experts,
I need help with the Password Reset module in ServiceNow.
We’ve configured the Password Reset process and now want to enroll our end users. These users only have basic roles (like snc_internal or no elevated roles) and will not be accessing the platform regularly.
I would like to:
Send them a link to the password reset enrollment page
Ensure they can access the enrollment without needing admin or special roles
Possibly email this link with brief instructions
Has anyone implemented a way to email the enrollment link directly to such users and guide them to enroll?
Also, are there any best practices to ensure only eligible users (e.g., no service accounts or IT staff) receive the link?
