HOW TO TRACK WHETHER A INBOUND ACTION IS TRIGGERED OR NOT??

Emails have an Email Log related list which shows which inbound actions were skipped and which ones were applied.

Are you talking about the email inbound action?If yes then go to the "email received" .Find the email record for which you are looking for the inbound action trigger. Open the corresponding record and there will be one email log related list. This log will show you all the inbound actions which triggered for this email. Also you will be able to find that which inbound action worked for this email and which ignored.
