Inbound Email Action template

Hello,

This is my first time trying to do this and I am not sure how. I need to create a template from System Definition and after call that template in an inbound action to consistently fill the short description and CI fields based on the subject. The email will be an alert email always. I am really not sure how to proceed with this, can you please help?
