was this happening earlier?
Did you recently upgrade?
It's showing as Turkish for all the English user's or few of those?
Did you ask them to clear instance cache using cache.do and then logout and login?
Seems somebody didn't translate it properly when developer was asked to do the translation
Things to try
-> Update plugin "Service Operations Workspace ITSM Applications"
-> check the translation for workspace has any issues

Check sys_ui_message: Verify that everything are correctly defined in English
2. Try same thing in incognito browser/private browser .

If everything seems to be fine, then go for Plugin repair.
