Invalid 'Access Control' record even though the selected outside table 'System Property' is allowed - message

Hello,

Got error when trying to update the system property ACL'S WITH error  "Invalid 'Access Control' record even though the selected outside table 'System Property' is allowed . A field level access control cannot protect an outside field. The ' is in Global application but the current application is different".

There are few restrictions for the Access control type configuration record when the current application scope does not match the application scope of the configuration record's target table. https://docs.servicenow.com/bundle/madrid-application-development/page/build/applications/reference/...

I can't able to see the 'Global' system properties because of this ACL's in other application that restricts the System properties of fields. How can we edit this?
