Is it possible to trigger a post chat survey without the live agent being active?

Is it possible to trigger a post chat survey within the Virtual Agent when the chat has ended?  We do not have the live agent active yet, that is our next step.  But I want to still get a feel for the user's experience with the topics that we currently have active for them to use.  I created a post chat survey but it seems to only trigger pre chat even though it's set for post chat.  Please let me know if there is any additional information needed.

There is an OOB Survey Topic Block,  Add that Topic Block to a Feedback Topic, We used the out of box.

On the Topic,  type = SetUp The only thing in the flow is the Survey topic block.

 

Then in the Conversation Interfaces / Virtual Agent / Custom Greetings and Setup

Click Default chat experience

on the Setup Topics tab scroll to and click Survey

you will see a setup topic field,  add the topic to that field
