Hi @Vyanktesh08,
Costs associated to plugins are generally applied when "productionised" - as in implemented and used with a Production environment, however, that's not to this is a hard and fast rule. If you're activating the plugin to test and play with the functionality for it's potential suitability to be used in Prod in the future I'm sure ServiceNow will be ok with this.
My advise would be, as these plugins are associated to costs, always check with your ServiceNow account manager.
An alternative approach for general testing, learning and PoC (Proof of Concepts) would be to enable them on your PDI (Personal Dev Instance)

Yes, plugins are free in DEV, TEST, QA etc. for test purpose. As soon as you move them into production, there can be licenses applicable.

I follow simple thoery here, go to PDI --> Plugins and search for the PDI. If available and click install works then free , else it take you to Store and then you can get the same on pdi.
