is Restart service database need a change or no?

Hi 

i want to ask, if we facing issue DB not working and raise ticket incident P1, and the resolved must restart service database, from this case, we still need create emergency change or no? in our rule if they need restart server they must submit emergency change due to avoid SLA breach, but for this case iam be change management confused, because we dont calculate SLA service at database application

Restarting a service database typically requires a change request , especially if the database is a critical service, as database restarts can impact various applications and services.

thanks for the answer, yes i do what you said, but if the service being down its mean application also down, and the resolution is must restart a services, its a must for us to create emergency change also? or enough with incident ticket P1?

I worked as a Change Manager, and I can say that the priority of a change or incident really depends on the context. For example, if an application is down during out-of-office hours and the user impact is minimal, it might be categorized as a P2 or even a P3. 

In this case, the issue can be resolved through a Standard Change or even a Service Request, provided there is a catalog item available for it.

Some changes can be classified as standard changes, especially if they are part of a routine activity. Even if they occur during business hours, as long as they are low risk and pre-approved, they can still go through the standard change process.

If an issue is recurring and the business has signed off on a regular service restoration process, that repetition can be treated within a predefined change framework.

In this case, it wouldn't be considered an emergency change because you're not introducing a new element into production—you're simply following a predefined, approved recovery or maintenance process.

You would still require a Emergency change even if you have incident which is P1.
