As a company, ServiceNow provides both Platform as a Service (PaaS) and Software as a Service (SaaS) offerings via it's Now Platform in a single tenant architecture.
So, yes it is Both.

Hi Swapnil,
Its both SAAS & PAAS.
PAAS - You can create your own application using tools/platorm that ServiceNow provides. Deployment is controlled by you while ServiceNow provides Network, Serves, Storage required for application.
SAAS - Delivery model & software licensing is based on subscription basis & the tool is accessed by web browser.

HI,
I would say combination of both. As we have custom app development support which falls under PASS and then other this application is available on internet as SaaS.
We have on prime implementation also but that doesnot make it different at high level. But yest PaaS and SaaS both.
