We have accomplished something similar by attaching the template to the Catalog Item itself. Then, in the description, add your instructions, along with a link to the template file for them to download. The link will look something like this: /sys_attachment.do?sys_id=54ee12d71bde58d09ada54651a4bcb35

Hey Asmita!
I'd recommend creating a Knowledge Article with the required attachment, and linking to that attachment on the Catalog Item. This gives you a bit more flexibility on who can manage the attachment, and allows the attachment to follow your Knowledge Management processes (Make sure you copy the link from Employee Center if that is your expected view). You can also add the article as a Related Article on the catalog item. See attachments for some examples.
Otherwise simply attach the Excel file directly to the catalog item (Save record) and add a hyperlink in your description. When creating the hyperlink you'll see an option for Link List. Click that and you should be able to see your attachment. After that save your catalog item and the template will be available in the description.
