Knowledge Management - Publishing articles with someone else as the author

With the way that we use knowledge, Knowledge Managers need to be able to publish articles where someone other than themselves is the article author.  We've noticed as issue with this.  Does anyone know of a way around this?  Here are the steps:

  1. Knowledge manager creates a new article and clicks save.
  2. Article becomes read-only to the manager and the manager is not able to publish the article.
  3. The person that was listed as the author is able to go to the draft article and publish it, however, we want the Knowledge Manager to be able to publish.

Edited to add: We are on London.

This might be a combination of the properties in your KnowledgeBase along with the workflow you use in terms of publishing.

If you go to KnowledgeBase -> Administration -> Properties you can see overarching config for KB. There are two entries that might be relevant to you, in terms of what roles can see certain states

You would want to double check your Knowledge manager has the knowledge_admin role. This "should" allow the manger to post articles for example. I would be what you call in your setup a Knowledge Manager and I can publish, retire and do all that is necessary with articles.
