What is your standard for allowing the business to request items via the portal. Can they request for themselves only or for others as well? How are you leveraging user criteria to request on behalf of others on the Service Portal.
We've been using SN for 5 years now and with the implementation of the Service Portal, we have come across some challenges where we want to allow our business users the ability to request on behalf of others
We've set User Criteria on items to allow access to certain items to certain groups of people i.e. executives have access to request a specific laptop but if you're not an executive, you won't see that item in the catalog
We have set catalog UI policies for displaying some VSETs based on the name of the requested for person in the cart therefore the requested for needs to be identified prior to selecting an item. 2 step check doesn't work for this because the requester is identified at the end of the process
So how are you dealing with this users requesting on behalf of others?

Establish at least two users involved in the request--Requested By and Requested For. Then, utilize the Requested For's manager for any approvals related to the item.

I had the similar requirement in which we need to display only entitled catalog items to the requested user in the service portal where agent will be ordering the item on behalf of the user.
We tried with user criteria and it seems to have a technical limitation in performing the restriction in terms of "on behalf of".
The main reason which i have observed is that user criteria runs specifically for the logged in user.
So when agent log in, it will the value(true/false) based on the agent profile.
User criteria runs when the user log in and the result will be added to the user session. which will be used when the agent tries to access catalog items.
In my opinion, we need to go for a custom script to achieve this requirement.
Also, I heard that there is a similar logic being built in the Madrid version, which is not quiet sure whether it will be helpful for us.
I hope this helps.
