location tree picker not working

I have added the tree picker attribute to the Location field of the software license form.   I am only seeing the lowest level of the hierarchy, even though there is a parent child relationship.   This is the hierarchy that gets displayed:

If I take one of the values as an example, 438 Isabey, this location has a parent of Quebec, which in turn has a parent of Canada, which has a parent of North America.   I don't know why I am not seeing he full hierarchy.

Does your dictionary look like this:

Hi Michael, I figured it out; there was a ref qualifier that was

restricting the records returned to only those at the lowest level of the

tree. I don't know why this was done, but it at least answers my question.
