Make 2 fields editable on incident form when Incident is in closed state

I have an urgent requirement to make 2 fields editable on incident form even after the incident is moved to closed state.
As I read from other articles, I didn't see any OOB UI policy "Make fields read-only on close" to make any adjustments. I see one UI policy "Read-only - State Closed or Cancelled", but I didn't see these fields under it.
Below are the three write ACL's where Admin Override is set as True for all 3 ACL's
As I understood, I need to create two ACL's on those fields with ITIL role and with no filter conditions, which I did with no luck.
I tried to disable all the three ACL's along with the UI policy, but still I see all the fields are set as readonly for all itil users. I am stuck at this point.
Please help me out on how to make these two fields read-only.

Hi,
You should check if you have an ACL on table level that allows to write to incident only of the state is not closed. It must be changed first, otherwise no field specific ACL that gives access to write will be evaluated.
