Need to Modify OOTB behaviour-Change Tasks are cancelled in Review state (should remain mandatory)

While the change is in Implementation state, there were two change tasks are getting created and when the change is moving to Review state the change tasks are cancelled automatically.

I know there is a Flow designer 'Change - Normal - Implement' is cancelling the change tasks, i want to modify this OOTB behaviour further i have checked there is a script include it is calling one of the flow action 'Cancel Change Tasks created from Flow'.

The script include in Readonly i can't take any action to modify it, Will it possible with any other ways to modify the OOTB behaviour please assist me
