New button is missing on the UX Form Action Layout item table

Hi i am unable to create a new UX Form Action Layout Items because the New button is missing.

How can i add the new button?

clicked insert and stay on form and new button appeared.

Ensure that your user account has the necessary permissions to create Form Action Layout Items & Verify that you are accessing the Form Designer module, where you should be able to manage Form Action Layout Items
